Changshan is a county within Zhejiang Province, located in China’s Southeast, with an area of 1,100 km² and a population of 330,000. The task was to develop a masterplan for a planning site that will become the first development stage of Changshan Eastern City.

The development area is composed of mainly 4 elements of differing use and their typical building structures, in order to complement the overall urban idea and the main center of the future new town in its west. Well-composed quarters create an urban structure based on hierarchy and identity. Between each quarter, landscape-designed areas are creating a visual and physical connection, so that people can enjoy the green recreation areas and the riverside. The arrangement of building ‘blocks’ offers a spatial partition of ‘inside’ and ‘outside’, defines spheres of different privacy and provides landscaped areas of high quality for the adjacent buildings. Major quality of the development is its integrated, sophisticated assignment of „public“, „semi-public“ and „private“ areas which is a crucial feature of modern cities.

The building heights descend from the Northern main road to the areas near to the riverside, considering the buildings of the old town along the opposite river line.

The main commercial and mixed-use core area is at the same time bridge-head connecting to the old town, across the river and into the new development. A constellation of several high-rise office buildings are going to shape its significance as a sub-center of the entire area. Due to its modular structure this area offers a wide parameter of usage, flexible and variable to react to modified requirements on the timetable of development. Even each modular element is able to adapt to new developments. Mixed-use concepts that make cities attractive in their day and night rhythm are located here.

In the centre of the development, serving as a landmark, the main attraction point is created by a little commercial village and a high-rise hotel building with conference and service areas surrounding a small harbour, directly orientated towards the waterfront and enhancing the special leisure-time atmosphere. Footpaths into the development area and natural hiking paths along the river and green areas will emphasize this area as focal point. To enable pedestrians a carefree and secure street-crossing, a vantage platform as bridge leads from the second level of the commercial village to the riverside with café and restaurant at its end. The urban constellation of residential and landscaped areas create a well-balanced spatial concept - with multifaceted relationships, links, connections and interfaces. Those elements tying the housing quarters with each other and with the overall site are the green landscaped areas, various footpaths and traffic connections. Within the decentralized concept, the residential quarters create a livable ambiance, confirming the general idea of clearly defined neighbourhoods. Each neighbourhood, by an adapted offer of shops, retail, services and socio-cultural facilities, serves the daily needs of its residents and the general idea of a city of short distances. This strategy will create a surplus for certain user-groups and assure a vital environment and specific identity for each quarter.
