  • What is democratically committed architecture?
    Politics is made in urban space: through gentrification and isolation, through authoritarian security measures and adaptation to investment interests. And profit is made: with housing shortage, with concrete gold, with urban space as a capital investment. Neoliberal governance and right-wing politics turn cities into places of fear and scarcity.
    Against this background, Gabu Heindl discusses what a policy in the city can look like instead, one that is oriented towards democracy and solidarity: as a building and planning policy and always also as a policy of conflict, as an architectural activity that positions itself critically and enters into alliances with social movements.
    A radical democratic approach to architecture is formulated here with a scrutinizing look at realized utopias of Red Vienna of the 1920s and on the basis of the (self-)critique of participatory planning, yet in alliances with movements from below. Between theoretical concepts and intervening practice, the aim is not only to defend but rather to expand the spaces and scope of democracy, especially in a crisis of democracy.

  • Die Lebensqualität einer Stadt, ihre bauliche Form und die Leistbarkeit von städtischem Wohnen sind untrennbar verbunden mit gemeinwohlorientierter Bodenpolitik. Vor allem in wachsenden Städten wie Wien ist es unumgänglich, die wertvolle Ressource urbanen Bodens, die nicht reproduzierbar ist, dauerhaft für demokratische Stadtentwicklung zu sichern. Es geht darum, Boden als Gemeingut zu definieren und gerade nicht als Ware oder Renditeobjekt.

    Im Österreich-weiten Kontext braucht es Bodenschutz-Maßnahmen, um die kontinuierlich wachsende Zersiedelung und unkoordinierte Verbauung der Kulturlandschaft zu stoppen. Dieses Papier setzt den Schwerpunkt allerdings auf den städtischen Raum, speziell Wien, und den Zusammenhang von steigenden Grundstückspreisen und steigenden Wohnungskosten, die sich gegenseitig bedingen. Im Weiteren wird deshalb auf Instrumente der Bodenpolitik mit der Perspektive auf Beendigung der aktuellen Spekulation mit städtischen Grundstücken fokussiert. Dieser Fokus hat mit zur Folge, dass viele stadtpolitische Themen, die für eine gerechtigkeitsorientierte lebenswerte Stadt ebenso wichtig sind, hier nur implizit vorkommen. Das betrifft auch wichtige bundespolitische wohnungsrelevante Themen wie Mietrecht, aber auch Lohn- und Arbeitsmarktpolitik.

    Wenn wir von der Leistbarkeit von städtischem Wohnen bzw. Wohnbau sprechen und nicht etwa von Urbanität allgemein, dann deshalb, weil wir vom Recht auf Wohnen als einem artikulierten und in Österreich ratifizierten Menschenrecht ausgehen: Mit Wohnen in der Stadt ist in diesem Papier zugleich immer mehr als Wohnen gemeint, beziehungsweise verstehen wir die Urbanität vom Wohnen aus – somit auch das Wohnumfeld mit hochwertigem Freiraum und guter Infrastruktur. Es geht um gleichberechtigte Möglichkeiten und Zugänge in Sachen Arbeit, Freizeit, Verkehr, Kultur und vieles andere. Und „Leistbarkeit für alle“ steht und fällt mit der Wahlfreiheit für alle, also damit, dass es leistbares Wohnen auch in zentralen Lagen gibt.

    Bodenpolitik ist Umverteilungspolitik. Der 2019 erscheinenden Sammlung bodenpolitischer Argumente und Instrumente liegen zwei Prämissen zugrunde, die quer stehen zu einer ungehinderten Kommodifizierung von Wohnraum und städtischen Bodenflächen: leistbares Wohnen als öffentliches Interesse und Sozialpflichtigkeit von Eigentum, hier spezifisch des Grundeigentums.

    Playing opens up a window in the time and space of our actions: a sphere in which things aren ́t about material interests. Taking off from cultural historian Johan Huizinga ́s conception of play, the playground becomes a litmus test for the institution of communities as for urban development in our present age: Who represents the case for spaces without profit-motifs – such as playgrounds?

    Spielräume | free play takes a look at play and its urban places, as well as at the disappearance of small spaces for play; the latter is one effect of the
    free play of market forces let loose on cities. Urban playgrounds are indicators to a culture of planning in public space.
    This is especially true today, now that modernist utopias as well as welfare state promises are dismissed for being unfit for reality – among them the agenda of giving play its place and urban infrastructure, equally open to all.
